What Does "Dressy Casual" Mean?

To be honest I don’t know what "Dressy Casual" means but this is my interpretation of, jeans that are so comfy that could be a second skin, my trusty Long-Sleeved White Shirt the piece that never leaves my wardrobe, this was a Christmas gift from my mom but in general this shirts are like a Safety blanky for me, I wear it and immediately feel great.
